Project Management
Concourse provides comprehensive project management services that are integral to the execution of tasks, ensuring effective and efficient completion. Our team has participated in over 100 Federal IOT&A projects and brings valuable lessons learned to each one. The key to our success lies in our ability to understand the lifecycle and complexity of IOT&A, ensuring that our projects remain on schedule.
Interior Design, FF&E & Space Planning
Our team provides and coordinates comprehensive interior design services, ensuring that evidence-based healthcare design concepts are incorporated into the facility design. We work in Revit, AutoCAD, and CHPS360 (our Comprehensive Healthcare Planning System), which have the capability to visualize designs in 3D scale.
Concept of Operations (CONOPS) and Transition Planning
Our team begins with an assessment of current operations and defines new processes, including patient care delivery, staff workflow, patient and staff egress, movement of equipment and supplies, emergency preparedness, and other facility requirements. The transition documents support the overall project schedule, acquisition, installation, training, and occupancy timelines.
Acquisition Planning & Acquisition Package Development
Our team develops acquisition plans for the project, covering long-lead items, early installations, reused items, package totals, and other required identifiers. We prepare procurement packages and complete the necessary forms. Our team is well-versed in federal acquisition regulations under FAR and VAAR.
Activation and Post Occupancy
Our team coordinates and leads the delivery, staging, and installation of all FF&E. The relocation of reused equipment and personnel files from the old facility to the new one, along with move guides, is managed by our transition team. We ensure that any post-move issues are identified and resolved.

James A. Haley New Bed Tower (VA Tampa Healthcare System)
James A. Haley VA in Tampa has just opened the state-of-the-art New Bed Tower. This new facility includes 245,000 net usable square feet (NUSF) of clinical space, along with the renovation of an additional 5,000 NUSF. The New Bed Tower enhances the adjacent VA Community Outpatient Clinic by adding five additional levels, which will house 96 medical/surgical single-patient rooms, 40 intensive care units (ICUs), and spaces for support, education, and canteen services.

Temple Terrace VA Clinic and Domiciliary
The Temple Terrace VA Clinic and Domiciliary, located in Temple Terrace, is a 144,000-square-foot building that integrates three existing VA services from both on and off the James A. Haley Veterans’ Hospital main campus. This facility consolidates an existing rehab and recovery center, a 60-bed inpatient domiciliary, and a residential treatment program for veterans who are homeless or at risk of becoming homeless. As the first of its kind for VA Tampa, this clinic unifies all mental health services offered by the VA into a single, veteran-focused resource.

Concourse Federal Group offered a full suite of services for this project, including comprehensive project management, interior design, FF&E and space planning support, CONOPS and transition planning, acquisition planning and package development, warehousing and logistics management, relocation of reuse, activation and post-occupancy support, and staff training and orientation.
VA Lubbock Outpatient Clinic
The VA Lubbock Outpatient Clinic offers 94,000 square feet of usable space and is strategically located near the Texas Tech Health Sciences Center and University Medical Center. This proximity enhances the partnership between the VA and TTUHSC, allowing for expanded specialty care and social services. The clinic now provides a range of specialty services, including endoscopy, gastroenterology, audiology, dermatology, and a women’s clinic.

Concourse was brought on board to manage the initial outfitting, transition, and activation services for the new Lubbock VA Super Clinic. By leveraging our specialized tool, CHPS360, we were able to shorten the design and acquisition timeline by several months. Our team, comprising project managers, designers, equipment planners, clinicians, IT specialists, and activation experts, collaborated with all Lubbock departments to finalize the plan and gather all necessary project requirements.
Tyler Outpatient Clinic
The Tyler Outpatient Clinic, located in Tyler, TX, is a 53,267 square-foot building with 327 parking spaces. The clinic is classified as a multi-specialty clinic and will allow an expansion to the current footprint for Primary Care, Mental Health, and Specialty Care services, as well as needed new services such as Radiology, Pharmacy, Prosthetics, Eye Clinic, Dental, Cardiology, Audiology and Laboratory.

Kearny Mesa VA Clinic
The Kearny Mesa VA Clinic, part of VA San Diego Healthcare System, opened 135,000-square-foot building stretching almost eight acres. This clinic has the capacity to provide services for an estimated 600 to 800 Veterans daily. The services included in this clinic are allergy, audiology, dental, dermatology, diabetes, gastrointestinal, laboratory and pathology, nutrition, mental health, optometry, orthopedics, pain management, pharmacy, physical and occupational therapy, podiatry, prosthetics, primary care, radiology, rheumatology, telemedicine, urology, women’s health, and enrollment eligibility.

Captain Rosemay Bryant Mariner Outpatient Clinic
Captain Rosemay Bryant Mariner Outpatient Clinic, located in Ventura, CA and part of VA Greater Los Angeles Healthcare System.
The new state-of-the-art clinic consisting of 50,000 square feet represents a significant expansion of health care services available for Veterans. It includes primary care, mental health, women’s health, audiology and speech pathology, dental care, eye care, cardiology, podiatry, physical medicine and rehabilitation, laboratory, home-based primary care and services for unhoused Veterans.

Rapid City Community-Based Outpatient Clinic
Rapid City Community Based Outpatient Clinic, a 49,000-square-foot state-of-the-art Outpatient Clinic with 300 parking spaces, in the vicinity of Rapid City, SD. The new facility would improve continuity of care and would close space and utilization gaps from the old building; it is roughly triple the size of the old clinic. This project would allow VA to expand its current Primary Care, Mental Health, and Specialty Care services, Laboratory and Pathology, Imaging, Pharmacy, Physical Therapy, and Women’s Health Services.

VA West Los Angeles Dietetics Building
The new state-of-art Nutrition and Food Services facility at VA West Los Angeles campus is ready to serve Veterans better. We moved the kitchen from the North Campus in building 300 to the South Campus in building 605. The new Nutrition and Food Service allows the VA to continue serving the same number of therapeutic meals to Veterans in West LA and Sepulveda for over 2,000 meals per day. The hot meals serve Veterans in building 500, the Domiciliary in building 214, the Community Living Centers in buildings 213 and 215, and the Community Living Centers in Sepulveda’s buildings 35 and 99.

Veterans Hospital in Tulsa (VHiT)
The Veterans Hospital in Tulsa (VHiT) is a hospital in Tulsa, Oklahoma that was built under the Communities Helping Invest through Property and Improvements Needed for Veterans Act of 2016 (CHIP-IN Act). The CHIP-IN Act allows the VA to form public-private partnerships and accept donations from non-federal entities. The VHiT is the first VA hospital built under this act.
The Veterans Hospital in Tulsa – This project proposes to renovate with new construction 295,000 sf; includes additional square footage for shear wall construction, and new entrance lobbies, vertical circulation and waiting areas with addition of 112 parking spaces and 450 total garage parking. This project would expand healthcare services to our Veterans in the Tulsa area. The building is scheduled to open in 2025.

VA Long Beach Outpatient and Inpatient Mental Health and Community Living Center
Project 600-405 VA Long Beach Health Care System requires many actions in the facilitation from construction through activation of three new buildings to completion. The first of the new buildings is a Mental Health Inpatient (MHIP) two-story building consisting of 45 beds and is approximately 82,000 square feet. The second is a Mental Health Outpatient (MHOP) two-story building that is approximately 80,000 square feet. The Community Living Center (CLC) is a three-story building consisting of 120 beds and is approximately 181,000 square feet. All five phases of construction are expected to be completed by 2024.
Both Outpatient Mental Health and Inpatient Mental Health are expected to open early 2025 and Community Living Center is expected to open summer 2025.

Concourse Federal Group provides professional services including Comprehensive Project Management; CONOPS and Transitioning Planning; Acquisition Planning and Package Development, Warehousing and Warehousing Services; Activation, Installation and Post Occupancy Support; and Staff Training and Simulation for all three facilities totaling 343,000 sq feet.
VA San Diego Spinal Cord Injury and Community Living Center
VA San Diego Spinal Cord Injury and Community Living Center, located in VA San Diego Medical Center campus, will offer cutting-edge healthcare services to Veterans. The 197,000-square-foot, four-story building will provide physical and occupational therapy with pool, basketball court, gym and accessible outdoor garden spaces, acute care spinal cord injury, long tern care spinal cord injury, community living center. The building is scheduled to open in 2025.
