VA West Los Angeles Draft Master Plan in California
Concourse supported the ambitious redevelopment plan for the 388-acre West Los Angeles (WLA) Campus of the U.S. Department of Veterans Affairs (VA). The WLA Campus Draft Master Plan (DMP) Integrated Project Team (IPT) was officially recognized as a Department Best Practice by the Secretary of the VA. This team delivered a systematic approach that integrated eight VA offices and 57 service lines, effectively aligning them within the VA’s most complex healthcare system.
SERVICES PROVIDED
Concourse supplied experienced subject matter experts to assist VAGLAHS’s planning department, both locally and within the Integrated Project Team (IPT). We developed a comprehensive communications plan to guide stakeholder management, establish regular engagement forums with the public and veteran community, and standardize the communications approach for each initiative within the WLA Draft Master Plan (DMP) project. Additionally, Concourse provided expertise and consultation in land use administration and strategy, including support for the active solicitation of service leases on the WLA Campus.
VA Acquisition Support
The U.S. Department of Veterans Affairs (VA) is a federal agency responsible for providing a wide range of services to veterans of the U.S. armed forces. Established in 1930, the VA administers programs for health care, disability compensation, education, and housing assistance, among others. It operates one of the largest healthcare systems in the country.
SERVICES PROVIDED
Concourse is currently assisting the U.S. Department of Veterans Affairs (VA) by providing research and analysis for the VA Acquisition Regulation (VAAR). This effort continues our longstanding commitment to refining the VA Acquisition Manual (VAAM) to offer internal guidance to the VA acquisition workforce. Our subject matter experts are responsible for researching, developing, sustaining, and updating VA procurement policies, and providing recommendations for various VA policies nationwide. Our team’s extensive research and analysis contribute to VA regulations and policy documents, including the VAAR, VAAM, procurement policy memorandums, acquisition policy flashes, and class deviations. Regularly, our senior procurement analysts identify and evaluate proposed legislation, FAR court cases, acquisition reform efforts, and other policy actions that could impact VA procurement policy.

The U.S. Department of Veterans Affairs (VA) Long Beach Healthcare System is a prominent medical center in Long Beach, California, dedicated to serving veterans across Southern California. It offers a comprehensive range of healthcare services, including primary care, specialized treatments, and mental health services, all aimed at providing high-quality, patient-centered care.
SERVICES PROVIDED
For nearly three years, Concourse has delivered Lean Transformation professional services to the U.S. Department of Veterans Affairs (VA) Long Beach Healthcare System. Our work has encompassed process consulting, lean training, multi-level leadership coaching, and implementation support. A key achievement has been the development of a comprehensive system-wide Daily Management System, which has significantly shifted organizational culture and fostered an environment where managers and frontline staff can solve problems and implement real-time solutions. Our contributions also include launching a 16-week leadership development program, facilitating over 50 rapid process improvement events, and guiding the deployment of four strategic initiatives aimed at positioning the organization as the leading healthcare provider in the nation.
VA Transition Assistance Program
The U.S. Department of Veterans Affairs (VA) Transition Assistance Program (TAP) helps service members transition to civilian life by providing employment resources, education, and access to VA benefits.
SERVICES PROVIDED
Concourse is proud to support the U.S. Department of Veterans Affairs (VA) Transition Assistance Program (TAP), which provides extensive support to help global service members transition to civilian life. Our team of ten benefits advisors, all veterans or family members of veterans, assists over 300 service members each week. We offer briefings on various VA benefits and services, including education and training assistance, employment services, life insurance, memorial and survivor benefits, home loans, healthcare, and disability compensation. Operating from Naval Station Norfolk, VA, our team has achieved the highest throughput of benefits advising among approximately 110 permanent sites worldwide. Over two years, Concourse conducted nearly 10,000 one-on-one assistance sessions, delivered more than 600 benefits briefings, and hosted over 100 military lifecycle-specific events. Additionally, we supported an overseas rotation for European-based installations, completing nearly 200 activities in just three months.
