IOT&A
Concourse’s IOT&A (Initial Outfitting Transition & Activation) services are designed to manage the lifecycle of planning, designing, outfitting, relocation, and operationalizing healthcare facilities. Our services include program and project management, interior design, FF&E and space planning, Concept of Operations (CONOPS) and transition planning, acquisition package development activation/staff training and orientation services. Concourse team members have participated in over 180 Federal (DoD and VA) Initial Outfitting, Transition and Activation Projects.

James A. Haley New Bed Tower (VA Tampa Healthcare System)
James A. Haley VA in Tampa has just opened the state-of-the-art New Bed Tower. This new facility includes 245,000 net usable square feet (NUSF) of clinical space, along with the renovation of an additional 5,000 NUSF. The New Bed Tower enhances the adjacent VA Community Outpatient Clinic by adding five additional levels, which will house 96 medical/surgical single-patient rooms, 40 intensive care units (ICUs), and spaces for support, education, and canteen services.

Concourse Federal Group delivered a range of services for the project, including comprehensive project management, interior design and space planning support, CONOPS and transition planning, acquisition services, warehousing and logistics, relocation services, delivery and installation, as well as training and orientation.
VA Tampa Mental Health and Domiciliary Clinic in Tampa, FL
The VA Tampa Mental Health and Domiciliary, located in Temple Terrace, is a 144,000-square-foot building that integrates three existing VA services from both on and off the James A. Haley Veterans’ Hospital main campus. This facility consolidates an existing rehab and recovery center, a 60-bed inpatient domiciliary, and a residential treatment program for veterans who are homeless or at risk of becoming homeless. As the first of its kind for VA Tampa, this clinic unifies all mental health services offered by the VA into a single, veteran-focused resource.

Concourse Federal Group offered a full suite of services for this project, including comprehensive project management, interior design, FF&E and space planning support, CONOPS and transition planning, acquisition planning and package development, warehousing and logistics management, relocation of reuse, activation and post-occupancy support, and staff training and orientation.
The Lubbock VA Super Clinic in Lubbock, TX
The Lubbock VA Super Clinic offers 94,000 square feet of usable space and is strategically located near the Texas Tech Health Sciences Center and University Medical Center. This proximity enhances the partnership between the VA and TTUHSC, allowing for expanded specialty care and social services. The clinic now provides a range of specialty services, including endoscopy, gastroenterology, audiology, dermatology, and a women’s clinic.
SERVICES PROVIDED
Concourse was brought on board to manage the initial outfitting, transition, and activation services for the new Lubbock VA Super Clinic. By leveraging our specialized tool, CHPS360, we were able to shorten the design and acquisition timeline by several months. Our team, comprising project managers, designers, equipment planners, clinicians, IT specialists, and activation experts, collaborated with all Lubbock departments to finalize the plan and gather all necessary project requirements.

VA West Los Angeles Draft Master Plan in California
Concourse supported the ambitious redevelopment plan for the 388-acre West Los Angeles (WLA) Campus of the U.S. Department of Veterans Affairs (VA). The WLA Campus Draft Master Plan (DMP) Integrated Project Team (IPT) was officially recognized as a Department Best Practice by the Secretary of the VA. This team delivered a systematic approach that integrated eight VA offices and 57 service lines, effectively aligning them within the VA’s most complex healthcare system.
SERVICES PROVIDED
Concourse supplied experienced subject matter experts to assist VAGLAHS’s planning department, both locally and within the Integrated Project Team (IPT). We developed a comprehensive communications plan to guide stakeholder management, establish regular engagement forums with the public and veteran community, and standardize the communications approach for each initiative within the WLA Draft Master Plan (DMP) project. Additionally, Concourse provided expertise and consultation in land use administration and strategy, including support for the active solicitation of service leases on the WLA Campus.
VA Acquisition Support
The U.S. Department of Veterans Affairs (VA) is a federal agency responsible for providing a wide range of services to veterans of the U.S. armed forces. Established in 1930, the VA administers programs for health care, disability compensation, education, and housing assistance, among others. It operates one of the largest healthcare systems in the country.
SERVICES PROVIDED
Concourse is currently assisting the U.S. Department of Veterans Affairs (VA) by providing research and analysis for the VA Acquisition Regulation (VAAR). This effort continues our longstanding commitment to refining the VA Acquisition Manual (VAAM) to offer internal guidance to the VA acquisition workforce. Our subject matter experts are responsible for researching, developing, sustaining, and updating VA procurement policies, and providing recommendations for various VA policies nationwide. Our team’s extensive research and analysis contribute to VA regulations and policy documents, including the VAAR, VAAM, procurement policy memorandums, acquisition policy flashes, and class deviations. Regularly, our senior procurement analysts identify and evaluate proposed legislation, FAR court cases, acquisition reform efforts, and other policy actions that could impact VA procurement policy.
U.S. Department of Veterans Affairs (VA) Long Beach Healthcare System
The U.S. Department of Veterans Affairs (VA) Long Beach Healthcare System is a prominent medical center in Long Beach, California, dedicated to serving veterans across Southern California. It offers a comprehensive range of healthcare services, including primary care, specialized treatments, and mental health services, all aimed at providing high-quality, patient-centered care.
SERVICES PROVIDED
For nearly three years, Concourse has delivered Lean Transformation professional services to the U.S. Department of Veterans Affairs (VA) Long Beach Healthcare System. Our work has encompassed process consulting, lean training, multi-level leadership coaching, and implementation support. A key achievement has been the development of a comprehensive system-wide Daily Management System, which has significantly shifted organizational culture and fostered an environment where managers and frontline staff can solve problems and implement real-time solutions. Our contributions also include launching a 16-week leadership development program, facilitating over 50 rapid process improvement events, and guiding the deployment of four strategic initiatives aimed at positioning the organization as the leading healthcare provider in the nation.
VA Transition Assistance Program
The U.S. Department of Veterans Affairs (VA) Transition Assistance Program (TAP) helps service members transition to civilian life by providing employment resources, education, and access to VA benefits.
SERVICES PROVIDED
Concourse is proud to support the U.S. Department of Veterans Affairs (VA) Transition Assistance Program (TAP), which provides extensive support to help global service members transition to civilian life. Our team of ten benefits advisors, all veterans or family members of veterans, assists over 300 service members each week. We offer briefings on various VA benefits and services, including education and training assistance, employment services, life insurance, memorial and survivor benefits, home loans, healthcare, and disability compensation. Operating from Naval Station Norfolk, VA, our team has achieved the highest throughput of benefits advising among approximately 110 permanent sites worldwide. Over two years, Concourse conducted nearly 10,000 one-on-one assistance sessions, delivered more than 600 benefits briefings, and hosted over 100 military lifecycle-specific events. Additionally, we supported an overseas rotation for European-based installations, completing nearly 200 activities in just three months.

CHPS360 revolutionizes the way projects are visualized and makes the decision-making process easier by allowing clients to interact with elements during the process. No other team can accomplish what CHPS360 does with such minimal effort.

Veterans Affairs Long Beach Healthcare System (VALBHS)
The Department of Veterans Affairs Long Beach Healthcare System (VALBHS) was tasked with the complex challenge of activating three new critical care buildings. These facilities required meticulous coordination for the installation of furniture, fixtures, equipment (FF&E), and supplies to ensure they were fully operational and ready to serve veterans on time. The project demanded a solution that could manage and track every aspect of the activation process, from initial planning to final implementation, while minimizing delays and controlling costs.
SERVICES PROVIDED
Concourse provided the ideal solution with CHPS360, a cloud-based design and database tool specifically created to meet the unique needs of healthcare facility planning, design, and activation. CHPS360 offered VALBHS a powerful suite of features, including live 3D modeling, itemized room inventory management, auto-updated data sheets, and Revit compatibility, enabling healthcare planning teams to efficiently plan, execute, and monitor the design and installation processes. Concourse’s contributions at VALBHS ensured that the activation of the new facilities was completed smoothly, reducing errors, enhancing coordination, and delivering significant cost savings, all while meeting the project’s critical deadlines.
North Battlefield VA Outpatient Clinic
The Department of Veteran Affairs North Battlefield Outpatient Clinic. This new state-of-the-art facility will improve veterans’ access to outpatient services such as primary care, mental health eye clinic, dental clinic, and audiology services. The facility will also provide new specialty care and advanced imaging services while reducing drive times for many Hampton Roads-area veterans. The lease space includes approximately 196,000 rentable square feet with 1,050 parking spaces.

Concourse provided the ideal solution with CHPS360, a cloud-based design and database tool specifically designed to meet the unique needs of healthcare facility planning, design, and activation. Utilizing the power of CHPS360, Concourse converted the entire architectural Revit model into a 3D interactive design application, allowing stakeholders to create their ideal floor and room designs in a live 3D environment, saving countless man-hours and reducing design rework. Additionally, CHPS360 provides live connections to all project information, simultaneously updating and recording changes in design, project room contents lists, and the acquisition plan. This automatic updating of project information eliminates data errors while expediting project timelines and reducing costs. By using CHPS360, Concourse addresses many design errors and inflexibilities inherent in static architectural work.
Department of Veterans Affairs Central Alabama Health Care System
The Department of Veterans Affairs Central Alabama Veterans Health Care System has a requirement to implement a Space Management and Reporting System with graphical tools to manage space assignment and usage by different organizational entities. There was a need for a cloud-based, multi-user, multitasking system that supports multiple users and provides accurate, real-time information about the facility’s space and current utilization. The goal was to have detailed floor plans and comprehensive room information, such as room type, square footage, and occupant’s name, to show how each space was being used and to allow for informed and accurate space management.
SERVICES PROVIDED
The CHPS360 cloud-based Space Management and Reporting System module uses graphical tools to manage space across multiple facilities. It oversees over 1.5 million square feet of space across two main campuses and several Community-Based Outpatient Clinics (CBOCs). CHPS360 provides real-time data on space usage, including floor plans, room type, square footage, and occupants. CAD drawings in AutoCAD format ensure precise square footage data. Interactive floor plans allow stakeholders to update data, compare available space, and track room types and sizes. The system also tracks staff locations, monitors live equipment, and offers custom reports to adapt to the client’s evolving needs.
